Yes to both. Small groups of your favorite people are welcome, and dogs are strongly encouraged. Most National Forest locations in Colorado are dog friendly, and your dog can even sign your marriage license as a legal witness in most counties.

Is eloping in Colorado legal without an officiant?

Yes. Colorado allows self-solemnization, meaning you and your partner can legally marry each other without an officiant or witnesses. You get your marriage license from the county clerk, say your vows, sign the license together, and return it within 63 days. That's it.
